Without seeing it my best guess would be that you have a split in your supply line and even though you replaced the foot valve you are still losing water somewhere. Run the pump and have someone watching the line when you shut it off if there is a split it will be noticeable (if line is buried then you might notice some wet ground). Did you have the pressure tank drained when you checked the pressure?.
1. 1999 Ford Taurus Lower Water Pump Hose?
Try telling the auto parts stores you are looking for a lower radiator hose instead. Keep in mind that MOST of the people that work at general chain parts stores like autozone or o are illy auto parts, do not know crap about cars. They barely know how to work the computers at the store, so most of the time, you have to be correct and specific about the part you are looking for. Now as for your hose, the part is normally known as the lower radiator hose, not water pump hose. I will bet your particular hose is funky type with a plastic T-junction to another hose somewhere that leads to another part of the cooling system. This entire part normally needs to be replaced when it fails.
2. How do you know if your water pump is failing?
Some other things to look for or check, does the pump make noise at all, pull or move the hose around and watch for the coolant to increase in what leaks then it might be the hose at the clamp connection. now if you need to replace it you never want to buy a salvage yard pump, you can get a rebuilt one or brand new one for a fair price, i would guess at about 30 to 50 dollars and a core charge, to make this repair you will need to take the front of the engine apart up to and including the alternater, a/c compressor, power steering pump ect. some or all of these components may have to be removed, there are also some procedures and precautions that you will need to be aware of to ensure a proper installation, function, and not have any leaks. if you are new to auto repairs i would let someone with experience do the job or take it to your mechanic to make the repair. good luck!!
3. Water pump replacement?
No. However I think you may be confusing the timing belt with the fan belt. Typically the timing belt is located within the engine. Some european models require this belt replacement. Typically 75 to 90 thousand miles. The fan belt, which is the belt that you can see in the front or side of the engine does need replaced occasionally. However just because you are changing the water pump does not mean that either of these belts need replaced. If the fan belt has cracks in it, then yes I would go ahead and change the belt at the same time that you are having the water pump changed.
4. water pump?
Sounds to me like you answered your own question. I would have the water pump looked at by a reputable mechanic. A thermostat does not make a chattering noise when failing. A water pump can make noise when failing. WARNING: MAKE THESE CHECKS WITHOUT THE MOTOR RUNNING! When a water pump is failing, frequently it will leak coolant from the impeller shaft (the shaft that has the drive pulley). Look for greenish or orange liquid leaking from behind this pulley. Also, try to rock the pulley from side to side. If the pulley moves, the bearing and seal are failing and the water pump must be replaced. Have it repaired soon. Replacing a water pump is much cheaper than replacing a burned up engine. Until then, do not take it very far and watch your coolant level closely.
5. reasons why radiator will crack? Thermostat? water pump?
Usually the only time that happens is if you blow the head gasket and allow compression pressure from the cylinders to pump into the cooling system. The radiator is not built for that kind of pressure. You will have to have someone sniff the radiator for carbon monoxide which will indicate that this is what happened.
